آسیای مرکزی و کاربست دیپلماسی پیشگیرانه: مرکز منطقهای سازمان ملل متحد

چکیده

دیپلماسی پیشگیرانه، اصطلاحی است که بیش از نیم قرن پیش از سوی داک هامرشولد دبیرکل سازمان ملل متحد مطرح شد و امروزه، مرکز منطقه‌ای سازمان ملل متحد برای دیپلماسی پیشگیرانه در آسیای مرکزی1 درحال ایفای نقش با هدف حل و فصل مسالمت آمیز اختلاف‌ها و پیشگیری از درگیری ها با استفاده از سازوکارهای هشداری و پیشگیرانه است. هدف از تأسیس این مرکز،  کمک و حمایت از کشورهای منطقه در ظرفیت‌سازی برای پیشگیری از چالش‌ها در زمینه‌های بالقوه‌ای است که در منطقه توانایی تبدیل و گسترش به درگیری را دارند. این نوشتار ضمن تبیین بحران‌های منطقه‌ای و مرور مفهوم "دیپلماسی پیشگیرانه"، به ارزیابی فعالیت مرکز دیپلماسی پیشگیرانه در آسیای مرکزی می‌پردازد و به‌دنبال تحلیل و ارزیابی ظرفیت‌های این نهاد در عمل برای مواجهه با تهدیدهای امنیتی منطقه‌ای خواهد بود.

چکیده [English]

Preventive Diplomacy, a concept promoted more than fifty years ago by Dag Hammarskjöld, former UN Secretary General, is now being institutionalized through United Nations Regional Center for Preventive Diplomacy for Central Asia (UNRCCA), which is established for the purpose of peaceful settlements of disputes, and prevention of conflicts by using preventive and early warning mechanisms. The center is tasked with providing assistance and support to Central Asian states, and capacity building to prevent challenges that are potential issues of conflict within the region. This article will define the concept of preventive diplomacy and explain regional crises, and then assess UNRCCA's activities in order to analyze the capacity of this organization in confronting regional security threats.
